There
is no more important question than Seniority because Seniority solves
everything.
1.
It solves flooded TOC Lists because boards won't be able to
hire when they can't offer work; they'll be accountable to their
employees first.
2.
It solves the recruiting problem because employers will have to
let new recruits know where they stand in line and be fair about
their hiring practices, versus offering them a gamble at 'who they
know' or who they can bump out in order to get work and/or a
contract.
3.
It solves the retiree problem because all retirees will be
welcome to work on call after they choose to retire; they'll just
have to take their place in line with the rest of the on-call
teachers (no porting of seniority after retiring per the Collective Handbook). No one will suffer discrimination.
4.
It solves the problem of new teachers getting work because
all teachers will be given the same and equal assurance of being
hired.
5.
It solves the problem of universities taking in too many education students, because a seniority system for all means these
universities, too, will be held accountable to a quota.
6. It solves the problem in argument that contract teachers don't yet have
Seniority Post & Fill so why should TOCs? If all teachers
accrue seniority in the same manner, then it is an easy argument to
bargain for universal Seniority Post and Fill.
7. It solves the problem of TOCs being prejudicially 'fired' by simple
virtue of the Board's new hires.
8. It solves the problem that seniority doesn't really count for
anything unless you are given a contract or given a pink slip. Laid
off teachers will be secure in their seniority if they find
themselves on the TOC List.
9. It solves the problem of teachers who want or need to work on call
having to live in perpetual, dangling, insecurity. All teachers
will be secure in earning and growing seniority. All roads lead to
somewhere. No more No More Poor.
10. It
solves the problem of underground hiring practices and bullying
in the district – period.
